There are various definitions and meaning of the term Infrastructure , it depends in what context we are referring to the term. The “Defence Infrastructure Planning and Management 2015”, “DIPM 2015 is focusing on this term in the context of , Infrastructure in Military related to Defence Infrastructure. The conference is dealing with the civil Infrastructure for Defence related needs in the country, by Civil ,we mean not the strategic and operational part of the Defence infrastructure and discussion is limited to all Defence infrastructure not very specifically related to strategic or operational requirements of the armed forces, since the subject is sensitive as well as secretive in nature. In this way the term Defence infrastructure is more or less gelling with the civil infrastructure of the country used in furtherance of Defence interest of the country.
As per widely available definition available on net, Infrastructure refers to the fundamental facilities and systems serving a country, city, or area, including the services and facilities necessary for its economy to function. It typically characterizes technical structures such as roads, bridges, tunnels, water supply, sewers, electrical grids, telecommunications, and so forth, and can be defined as "the physical components of interrelated systems providing commodities and services essential to enable, sustain, or enhance societal living conditions." Military strategists use the term infrastructure to refer to all building and permanent installations necessary for the support of military forces, whether they are stationed in bases, being deployed or engaged in operations, such as barracks, headquarters, airfields, communications facilities, stores of military equipment, port installations, and maintenance stations.
The growth in any sector of the economy is linked with the development of Infrastructure in the country, further every segment of the economy requires development of its own specific Infrastructure to sustain growth in the sector and in overall economy of the country. The boost to make In India campaign is possible only with the availability of Infrastructure in the country as well as specific Infrastructural needs of the any sector. Defence is one such sector whose growth depends upon the infrastructure available in the country to all defence related requirements of the country, be it strategic, peace time, war front, border development etc. The need of infrastructure and its subsequent effect in country’s economy are many fold and enlarges the support base to many economic activities. An instance like initiative in the country to improve upon the port facilities by having a large infrastructural facilities to be built up will not only give a fillip to defence related activities ,will at the same time will increase country’s capability to sustain maritime business, development of technology , growth in construction sector, job creation in civil sector as well. Therefore the effect of Infrastructure development are not limited to any one sector as it positively affects the overall GDP of the nation, par capita income enhancement etc.
Due to strategic importance, development of defence infrastructure in the country needs special attention in terms of technology and use of modern management techniques to ensure smooth project delivery within the strict time frame and budget.
Even during discussion in parliament it was a concern that the major slippage in the last decade has been on the infrastructure front and our infrastructure does not match our growth ambitions. There is a pressing need to increase public investment. Further it is no secret that the Infrastructure investment will only spur economic growth if it is allocated to high-value projects and constructed in a cost-effective manner.
It is with this back ground that DIPM 2015 is concentrating on Innovation in Infrastructure technology through the use of modern technologies as well application of project management skills right from the conceptual stage to Project deliveries.
This conference aims at bringing all stake holders together and engineers involved in creating infrastructure in defence sector including technocrats , academicians, scientists to spur a growth of technology in delivery of all defence related infrastructure projects in the country in most effective way. The predominant partner in defence infrastructure in the country is dedicated cadre of Indian Defence Service of Engineers, encompassing the biggest group of technocrats in the deptt called Military Engineer Services. This conference is organized by the IDSE Association in collaboration with several other academic and technical organizations to ensure involvement of all in the country’s growth.
